Composed and copyrighted by John Stump, who is a huge enigma, according to google. Apparently you can buy the scores here, and Stump was alive but recovering from serious illness a few years back.

Was the guy who wrote this song mentally retarded? It looks like he was drawing random shapes on a piece of sheet music and decided to turn it into a song. I mean seriously, what does he use 1/64 notes!?! Don’t call me a hater because this is my favorite piano song of all time. Even through is almost impossible to play.
